"A reasonable officer wouldn't have found probable cause to arrest Adam Michael Horstman in connection with a string of pharmacy robberies in Beaverton and Hillsboro in 2014, a federal judge ruled.

U.S. District Judge Anna J. Brown on Monday granted Horstman's motion for summary judgment against three Hillsboro officers on his claims of false arrest under federal and state law. He argued in court papers that police had no probable cause to arrest him July 4, 2014, and hold him in jail for five nights.
